1. Hibari still has not learnt how to regret. He doesn't regret falling for Byakuran's taunts, because there's simply no use whatsoever in that. Since Byakuran had done that to him, Hibari will simply return the humiliation and pain to him tenfold. It's as simple as that.

2. To be completely, perfectly honest: Byakuran gave him the best sex he ever had during that point of time, pleasure-wise. It's just completely spoilt by the fact that it was RAPE.
